I know zero about CUPS, its internals, and how things work between the
client library and the service, but just throwing this out there...
would it be feasible to continue to use an older client library with a
newer service?  Basically like the way MySQL was handled for a while due
to its license.

I'm guessing probably not, but just thought I'd mention it.
