In this case it's because of the spec itself:

Requires:	poppler
Requires:	poppler-glib

The latter is clearly required, as the glib bindings are loaded by the
assembly and are listed in the .dll.config.  The same cannot be true of
libpoppler, however, as it is not listed in the .dll.config and has no C
API that could be loaded by the assembly.  Therefore, it is not clear
why poppler is explicitly listed, nor why it should necessitate a rebuild.
