No, because it hasn't been proposed as one.

I can't really tell, because the bug doesn't have enough information
about exactly how you tried to install.

It's hard to tell without more information about the scenario, and some
follow-up testing. Does the same happen without the involvement of Xen?
Did it work with F26? Stuff like that.
