Flock bidding for Europe is still open. The new easier bid process is described here: https://communityblog.fedoraproject.org/flock-2018-bidding-open/ The process is lightweight and designed to help you move forward with a proposal quickly. You start by answering some basic questions about what you're suggesting. We are extending the deadline to November 12, 2017. Part of the selection committee have travel commitments at the beginning of November so it is silly to have a deadline that will result in everything waiting two weeks anyway.
