It's not clear to me why; as far as I knew, they both passed the mass rebuild. Or, rather, the binutils mass rebuild: https://fedoraproject.org/wiki/Fedora_27_Binutils_Mass_Rebuild. I haven't touched the packages since then. I'd be interested to know if this has happened to any of the other packages on the list...
