I'm not quite clear on what you're doing here, an example would be helpful. But in general, if you are installing local packages, you have to pass all the local rpm files on the command line. dnf will resolve any dependencies needed from the repos if necessary. But obviously if there is a local file that is needed, dnf can't automatically find it.
