I have a comment in the spec file in copr, perhaps I should also add a
link to the discussion upstream.

By the way, is it possible to somehow submit scratch builds of
dependent packages in koji? Will the copr builds be enough for the
review process? As far as I can tell copr is still missing the f27
mock configs.


No as you can't modify the buildroot with a scratch package since it's not tagged

Don't worry about that though ... any reviewer doing the review can use the srpm directly with fedora-review instead of doing -b <bugid> and with that the reviewer can pass a directory of dependency packages to allow the test builds to work.
