I've tried this, and the "cropped" icons look much worse than the padded ones. Plus, multiplying by 3 is a much more expensive thing to do on lots of pixbufs, as it's not a power of two and can't be done using a bitshift. This is also the reason we pre-render the SVGs; showing ~100 64x64 icons "instantly" isn't an easy thing to do when you're using rsvg.
