I've updated jsoncpp to v1.8.3 for Rawhide and fc27, which bumps the DSO to libjsoncpp.so.19.  No public symbols removed, just some added.

According to `dnf --releasever=rawhide repoquery --whatrequires 'libjsoncpp.so.11*'` I will (or need to) rebuild the following packages during tonight:

### Single Builds
* cmake (twice, first "no gui" for bootstrap to unbreak circular deps with Qt, second "gui enabled")
* kopete
* libjson-rpc-cpp
* minetest
* orthanc
* paraview
* passenger
* vfrnav
* vrpn

### Chain builds
vtk : engrid pcl : mrpt

The update to fc27 will get pushed, as soon as I finished rebuilding all named packages.

Rebuild status

The rebuild queue for jsoncpp-1.8.3 has finished.

### All builds passed
* cmake            (rebuilt twice: first without gui to break circular
                    deps with Qt5, second with gui enabled again)
* engrid
* kopete
* libjson-rpc-cpp
* minetest
* mrpt
* orthanc
* paraview
* passenger
* pcl
* vfrnav
* vrpn             (fixed FTBFS from last mass-rebuild with this one)
* vtk

You can find the update with all rebuilt packages for fc27 here [1].

I'll keep the buildroot-overrides for fc27 in place, so new packages and/or other rebuilds requiring jsoncpp are built against the new version automatically.
