Yes. The rules are explained in the update policy:
https://fedoraproject.org/wiki/Updates_Policy#Updates_to_.27critical_path.27_packages

critpath packages must wait 14 days *or* get a total of +2 karma before
they can be pushed; non-critpath packages must wait 7 days *or* get a
total of +1. (The policy doesn't *quite* match Bodhi's behaviour here;
Bodhi will allow you to push a non-critpath update stable manually once
it has +1 karma, or if you set an auto-push karma number when you
submit the update, Bodhi will push it *automatically* once that karma
number is reached).
