I was using fedpkg-1.28-1.fc24.noarch, after I update it to
fedpkg-1.29-1.fc26.noarch pointed by link [1]. fedpkg can't work
at all.

I also test fedpkg-1.29-1.fc26.noarch with a fresh Fedora Rawhide (F27)
virtual machine, issue persists.
