Arduino in Fedora

In attempting to figure out why the lulzbot-marlin-firmware was not
being compiled properly, I noticed that the arduino packages in Fedora
were a bit out of date. To remedy this, I made updated versions of them
and put them in my copr here:

https://copr.fedorainfracloud.org/coprs/spot/arduino-1.8/

Testing of these packages would be greatly appreciated. I have also
submitted arduino-listSerialPortsC for review, it is a new architecture
specific dependency:

https://bugzilla.redhat.com/show_bug.cgi?id=1482095

This one is a very small package, will be a nice easy review for someone.

To be clear: I am not necessarily blaming my firmware issues on the
older arduino packages, I just thought it would be helpful to bring the
stack up to the current revisions.
