It worked for me about 2 hours ago when I was uploading a new
version of american-fuzzy-lop.

Might it be a network problem, either at your side or on the server
side?  Proxy settings might also affect curl.

fedpkg has ‘--verbose’ and ‘--debug’ options which might help.
