I will extend Nirik's answer.
There are old ARM machines which were used for Secondary Arch Koji. But they are very small. They are not capable to
handle VMs. So to use them for Copr it needs to:
 * halt it
 * poweron via WakeOnLAN
 * provisioned over network using custom kickstart
 * do the build
This is sooo much hackish work that no one had the time to do that.

And if we get ARM into OpenStack, then things will be *much* easier and we can add ARM builders immediately.
