yes, s390x has no graphic capabilities, there is Xvfb built and /me
wonders if an "empty" Xorg could be built and the sever-devel
subpackage provided.

reducing the special cases is a good thing, but skipping the graphical
tests on s390x is also fine. Let's wait on a reply from our X guys.
