Do  you eventually get to a dracut prompt? If so there should be
/run/initramfs/rdsosreport.txt if you can post that somewhere, it
might help figure out what's going on. Also, how did you install and
update? Would these steps reproduce it?

https://download.fedoraproject.org/pub/fedora/linux/releases/25/Spins/x86_64/iso/Fedora-KDE-Live-x86_64-25-1.3.iso
2.
Install it with defaults.
3.
dnf update
4.
reboot

Fail?
