Are you orphaning it or are you recommending that it be retired from the
distribution? Orphaning can happen at any time, but retirement has to happen
before Final Freeze.

If you only orphan it, it's still going to be available for installation, so
probably it would be best to make a recommendation that unless someone else
picks it up, it should be removed.
