OK, I dropped both ecl and time from the buildroot, and it is still hanging 
populating the buildroot, filed bug for tracking purposes:

https://bugzilla.redhat.com/show_bug.cgi?id=1435395

I'm out of ideas, may end up having to drop aarch64 support (at least 
temporarily) if this isn't resolved soon.
