Doesn't that still make this a systemwide change?

Sorry for a late reply. I missed your answer on the mailing list. I would consider this as

> general change with limited scope and impact on the rest of distribution/project

We are not changing system-wide default nor critical path component and the scope is really limited and we will work with other components that depend on Coolkey.
