I got it, like this:

IMHO , you should write in same bug that you will open one ticket in
fesco trac for_nonresponsive_package_maintainers if maintainer still 
nonresponsive , I would also ask acls and commit permissions in pkgdb
: 
https://admin.fedoraproject.org/pkgdb/package/rpms/dillo/

I see that you already asked ... , you should also mention that on
bugzilla bug ...
