Yes, pkgconfig is explicitly mark as BuildRequires.

This problem is related to: Bug 1096506 and was fixed in dnf-1.1.10-3. On

copr builders, there is currently dnf-1.1.9-2. I already submitted a patch to

ensure dnf is latest on builders but it will take a while to take effect. I

will contact you as soon as the problem is resolved so that you can retry

your build.
