The guidelines aren't really a 'how-to' document, so I don't think this
is appropriate there. The guidelines are really just the rules that
packages are required to follow.

https://fedoraproject.org/wiki/Package_maintenance_guide may be a more
appropriate place, and doesn't require special permissions to edit.
