Sorry to drag up an old thread, and also for replying to myself. I've been talking to upstream about the current state of upstream maintenance over the last few days. The team at University of Victoria have created an official upstream git repo: https://github.com/mdadams/jasper where the maintainer will review open patches and merge them with master, cutting a new release when required. I've opened up pull requests for all the patches in Fedora that still apply. I still thing the preferred option is "just use openjpeg" but this at least gets things moving in the right direction.
