OpenCV can definitely be built _without_ JPEG 2000 support. I'm not
sure how much of a loss that would be. I see that Debian is dropping
JasPer — and looks like that's what they decided to do. (See 
https://release.debian.org/transitions/html/jasper-rm.html and
https://anonscm.debian.org/git/debian-science/packages/opencv.git/tree/debian/changelog)

Probably because openQA is unlikely to use JPEG 2000.
