We do have this technology. :)

However, if we put the burden of figuring out what all needs to be
tested completely on the testers, the net result is going to be more
updates with no feedback at all, and then packagers/developers
complaining that it's too onerous to get an update through — in this
case, one which has a dozen security fixes.

Probably, although just sitting there longer and not getting tested
doesn't actually help.
