So at least the one that got duplicated today happened because a test
got stuck in a kind of 'zombie' state when it was closing out; the
server didn't exactly count that test as running any more, so when the
last test apart from that one finished, the 'remaining tests' counter
that triggers the report went to 0 and the report was sent...but when
that test finally timed out and died for real, that generated another
'test complete' fedmsg with a 'remaining' count of 0, so the mail was
sent again.

I'll talk to upstream and see if we can identify the bug and get it
fixed. I could teach the compose check report sender to keep a record
of what composes it's sent mails for and refuse to duplicate reports
without a manual override, but it'd make it a bit messier so I'll only
do that if we can't fix the openQA bug soon...
