This is beacuse your mock tool sets LANG environment variable to
"en_US.UTF-8" as you can see in the build.log. Either change it to "C"
(or maybe to the Fedora's neologism "C.UTF-8") or you have to install
glibc-langpack-en package (by adding it into "build" group or by adding
it to chroot_setup_cmd mock option).
