There's a separate natural scrolling setting for mouse and touchpad. Did you change the right one?

Actually, I just checked and none of the settings, "Mouse Speed",
"Primary Button" included has any effect.
I did set the speed to high on F23 and thought it worked. Never messed
with the "Primary Button" though.
