CPL is a C library and 32-bit RPMS appear in the x86_64 repository.

Who is the right person to ask/where to fill a bug/ if this is an infra
issue?

Multilib. It's most likely not a bug. A lot (most?) of the libraries have 32-bit and 64-bit versions in the 64-bit repository. You can run 32-bit binaries on a 64-bit OS, so you need the libraries.
