Well, I had same problem some time ago and after around 1 day it disappeared. I guess Jon might know better.

I don't understand how that would be the case.
You should need to file a rel-eng (not FPC) ticket to get it unblocked.
The reason your f24 build worked is that it was a new branch that
didn't exist when it was retired, so it wasn't blocked in it. It's
blocked everywhere else. I don't know of any automated process that
unblocks them (but as always, I could be wrong).
