I think that was a problem with yum 2.1.11 and it has been fixed in the
latest 2.1.12 errata. I remember seeing two FC3 machines behaving
differently in this regard, even if they had a mostly identical setup. 
The only difference was that one of them had a more recent yum from Raw
Hide.
