Unsorted comps

So, I'm trying to follow the retire instructions to retire nc6 and update comps, and I noticed a discrepancy between the instructions for updating the comps, and the actual state of the comps files.

Running the xsltproc command at https://fedoraproject.org/wiki/How_to_use_and_edit_comps.xml_for_package_groups always results in a different/re-sorted/de-duplicated version of the comps file. Every version of the file I've checked (f19+) is plagued with duplicates and out-of-order entries.

Is this normal?

Should somebody just go in and do a quick cleanup of all the files, or is there a reason they are being preserved in a state which doesn't match the instructions on the wiki?
