In such a case, we wouldn't need any guidelines. Run rpmls, and look at the list ;) Most files can be crossed off immediately, e.g. stuff like /usr/lib/pythonX.Y/site-packages/foobar, or /usr/share/foobar, /usr/share/doc/foobar, etc., assuming that there's no other foobar package. What remains is usually nothing or a few files that can be checked by hand using dnf repoquery -f.
