pacman update / libalpm so bump in F22+

Hi,

old versions of pacman (the arch linux installer) will stop working
with new packages after April 23rd [1].

I'm updating pacman in all Fedora releases to the latest version. This
means that libalpm will be bumped incompatibly, but I don't expect
anyone to be linking to it.
