So I think I tricked the dependency checker bot.
Rich dependencies in rpm are kind of new territory, so maybe I'm doing
this wrong. I went with the above dependency in anaconda in order to
require the presence for an English locale (to use as the default) and
to work with the decision in glibc to make glibc-all-langpacks a
separate thing that doesn't rpm-provide anything in common with the
individual langpacks packages. What's the best way to deal with this?
