So as a followup , here's my findings:

*  There are quite a few tools in fedora that still utilize yum code for 
various things (including mash for composing updates), so knowingly making 
things incompatible at this point is probably not an option.

* yum obviously supports 'Requires:' tag, and recently grew support for 
'Recommends:', so one cannot safely use Rich dependencies in combination 
with either

* yum does not support Supplements/Enhances, so using Rich dependencies with 
these appears safe.  It is my understanding that recent langpacks support 
for f24 is utilizing the Supplements tag
