Where is the newest rpm?

Hi,

I went into the associate of a translation project.
Translation of rpm can be performed in a translation project.

http://www.iro.umontreal.ca/translation/registry.cgi?domain=index

However, there is a question.
I feel that rpm of a translation project is old.
RPM of Fedora Project is a version 4.3.3.
However, I cannot find formal URL of 4.3.3.
Isn't 4.3.3 of rpm formal?

I asked a question by rpm-list.
However, a reply was not able to be obtained at all.

thanks,
