Can't upgrade, package system-python-libs not signed

Hello,

I'm new and I'm not an expert. I've Fedora 23 and I tried to upgrade my system to Fedora 24.

I used the following command: # dnf system-upgrade download --releasever 24

After this command the system downloads a lot of packages, but there is an error:

Error: Package system-python-libs-3.5.1-7.fc24.x86_64.rpm is not signed

I don't know if I should submit this on bugzilla.

p.s. Another question, is possible to upgrade directly from the rawhide?
