dnf --refresh upgrade vs. CVE-2015-7547 updates.

On 2016-02-16 16:41:27 the glibc rawhide build to fix CVE-2015-7547[1] completed:

On 2016-02-17 the rawhide repodiff email showed the build:

My rawhide boxes didn't show the update because dnf was caching
the metadata updates. I had to use `--refresh` to force a refresh,
after which everything worked just fine.

Is this an artifact of Rawhide?

Is this documented anywhere?
