Probably I had limited disk space on that machine.
I've tried on another rawhide box and coredumpctl works well:

TIME                            PID   UID   GID SIG PRESENT EXE
Mon 2016-01-25 16:51:09 MSK   12653   989   983   6 * /usr/bin/tarantool
/var/lib/systemd/coredump/ is not empty

One more question. 
How long debuginfo packages are stored in repositories?
For example, someone may have an old version of package for which debuginfo already has gone.
How to debug in this case?
