Yeah, that change is marked (as you can see at the bottom) as
Incomplete.
So, it's never been finished and formally submitted.
You should mail the Owner(s) directly asking if they plan to continue
or if the command is expected to work yet.

All significant packages are now available except for the settings application that is under review.
Mean time I'll read what's supposed to be the next step to formally submit the change.
