If a package is in NEW, it is not yet part of Debian. In fact, it means that ftpmaster review (which includes both licensing and technical reviews) is still pending. This query confirms that there is no zfs-linux source package in Debian: <https://packages.debian.org/search?suite=default§ion=all&arch=any&searchon=sourcenames&keywords=zfs-linux> Any Debian developer can upload packages to the NEW queue.
