we run 30 machines originally installed with Fedora 9 and updated until now to F23 which surived UsrMove, migration to grub2 including make space for grub2 on the bootdrive with parted and the switch to systemd without install them from scratch
so there is no justification to declare one need to install from scratch just because rpm which works for many years fine changes it's storage format
