Update mercurial in rawhide to 3.6.2

I'd like to update to the current mercurial version 3.6.2.

Affected packages are:

As far as I know, packages the are sensitive to hg version are:

tortoisehg
hg-git

Based on the fact that I've never heard any report of problems with the 
other packages caused by hg update.

thg is already at 3.6.2 in rawhide, so should be fine with hg 3.6.2

https://bitbucket.org/durin42/hg-git/src indicates the latest hg-git
is compatible with hg 3.6, not sure if the current fedora rawhide package
hg-git-0.8.2 needs to update to 0.8.3.
