No idea if "most" are, but at least I have seen many proprietary
programs that do not require a GUI in installation.

Also in many cases where there is a GUI installer, it works just fine
as a normal user and running it without root privileges could be
considered somewhat safer. You would at least know if it tries to
clobber your config files under /etc or your libraries and programs
under /usr.
