kcm_systemd license change: GPLv3+ → GPLv2+

Hi,

sorry for this completely useless junk mail, it is required by policy:

kcm_systemd up to and including version 1.1.0 (i.e., the packages currently 
in Fedora) is licensed under the GPLv3+. (Fedora 21 has kcm_systemd 0.7.0, 
Fedora 22, 23 and Rawhide currently have kcm_systemd 1.1.0.)

Starting from version 1.2.0, the license has changed to the MORE PERMISSIVE 
GPLv2+. ("This program is free software: you can redistribute it and/or 
modify it under the terms of the GNU General Public License as published by 
the Free Software Foundation, either version 2 of the License, or (at your 
option) any later version.") This is also valid for the current version 
1.2.1, which will be pushed to Fedora Rawhide, 23 and 22 shortly. (Fedora 21 
will remain on the last KDE 4 version, which is kcm_systemd 0.7.0.)

Since
1. the new license set is a SUPERSET of the previous one, i.e., every
   license choice previously allowed is still allowed, only the GPLv2 was
   added as an additional option, AND
2. kcm_systemd is a LEAF package on which no other package depends,
this license change cannot possibly affect anybody here. However, I am 
required to spam this mailing list with it because the policy requires it.
