Responding to myself here... That doesn't work because if I use the %doc method in the doc subpackage then the files get installed to:
%{_docdir}/%{name}-doc/html 

which is ridiculous, so I'm forced to use the other method.

I also use a conditional for %license for backwards compatibility:
%if 0%{?rhel} < 7 || 0%{?fedora} < 21
%doc COPYING
%else
%license COPYING
%endif

which will have to be updated to absolute paths... Ugh...
