Ok. I first thought it was about *all* .so files. But why don't the symlinks don't belong into main ? Don't they need to be there for versioning ?

No time to check it further than with a single look. The *.so softlinks still belong into the -devel package, not the main package. And with libraries outside run-time linker's search path, ldconfig scriptlets don't add any value.
