If you push two new packages A and B into Fedora repos where A depends on B, you need to do either:
1. Propose B as an update, wait until it is stable, then propose A as an update
or:
2. Propose both A and B together as a single update (Bodhi allows you to specify multiple builds in a single update request)

This way the dependencies will never get broken. Second approach is much faster and it makes sense for related packages (as in your case). It would not make too much sense for completely different packages, because then a negative karma for one of them would stop also the other (which might not have been affected at all).
