Spec files can gain cruft or not be kept fully compliant with the latest rules and some who can spot stuff that should be fixed is demonstrating their ability to package and helping out (assuming they don't make too many mistakes) at the same time.
If someone wants to do that unofficially, I would have no problem with that, but to have it as another requirement would add an unneeded layer of complexity. Packaging guidelines are not enforced retroactively. If something is causing an issue, there is already a process to handle that.
